Building Teams
and
Experience

One of the major issues for the implementation of BSF by both Local Authorities and Consultants and Contractors in Public Sector is the lack of BSF experience. This is not confined to any particular level but is apparent across the board.

Spencer Mehlman,
Managing Director of Special Agent – The Education Sector Recruiter discuss the implications of BSF knowledge and capability...

"Having recently moved from the Public to the Private Sector, it is becoming evident that “BSF Experience” is becoming a Holy Grail when it comes to evaluating bids," comments Donald.

If “BSF” is not on the CV, it is highly unlikely that you will win – despite considerable PFI/PPP and Education sector experience. This of course leads to a self-perpetuating circle where by a few consultants in a few firms are working the length and breadth of the country, spreading themselves even thinner!!

Academies and targeted funding

Where schools are struggling to achieve 25% A-C passes at GCSE then they are considered by DfES to have problems.
(City) Academy Status was originally a programme designed by DfES for city schools; Academy status now applies to any school below the 25% hurdle.

The Academies programme tries to bring together private sector funding along with a cash injection from the DfES. In return for finding £2m of private sector cash funding, DfES will contribute £10m (or more) to develop the school What difference could a £12m investment make to your school? (Depending on the nature of the task, it could be more than £12m).
